As the President and Owner, Raquel Floyd, FPMCOS, PSP, EI always had a dream of building her own company. She was fascinated with how things are built and how she could make a positive impact on local communities. While attending the University of Nevada-Las Vegas, Raquel became immersed in the local engineering and construction industry and realized quickly that there were very few women in her classes or on job sites during her internship. She worked for large international construction companies honing her construction scheduling, cost estimating, and project controls skills.
Fast forward to today, Raquel has surrounded herself with top-notch construction experts that she has worked with for decades. In fact, many of the staff at RSPS helped start the business six years ago and the team has worked together delivering projects across the nation.
The ROCK Solid Project Solutions team is a tightknit crew united by a passion and love for what we do and our commitment to excellence.

She has provided professional services across all industries for both owners and contractors. Complimented by her team of dedicated professional controls experts, Raquel understands regional and field factors that affect cost with respect to known risks.
Her cost estimating experience includes more than $700 million in capital cost projects that she developed estimates that are easy to understand and support accurate trending and forecasting. Raquel considers productivity, unit rates, historical performance, and labor conditions related to costs. This comprehensive approach streamlines communication and facilitates collaboration across diverse teams.

Detail-oriented, diligent, and responsive are the key characteristics clients use to describe Jerry. He has three decades of construction and project management, scheduling, forensic and delay analysis, progress audit, and training experience. His strengths include hands-on experience from management of both design and construction projects. Jerry has worked for both public and private entities with a depth of practical, real-world knowledge required to effectively manage virtually any type of project. He has a demonstrated ability to understand a project’s goals and proactively manage potential challenges.
Jerry has specific project management expertise including the development of determination schedules, design-build schedules, assignment and management of project staffing, reporting, monitoring, billing, and executing of all aspects required by the client.

For nearly 30 years, Craig has specialized in the management and oversight of construction projects ranging from complex roadways, interchanges, and bridges to flood control facilities and water and wastewater systems. His love of construction started with his brother when they constructed golf courses together. Craig loves working on challenging projects to bring all the local agencies, regulatory entities, and the community together.
He takes pride in the infrastructure projects he has built. Craig gets tremendous satisfaction from building something tangible that he can showcase to family and friends. His knowledge and expertise include confirming safety measures for traffic control and coordinating with multiple stakeholders.

For more than 40 years, Jim has been laser-focused on minimizing risk for project owners for water, wastewater, and transportation facilities primarily in Nevada and California. Through his attention to detail and construction knowledge, he understands how to successfully deliver complex projects ranging from wastewater treatment plants and interceptors to interchanges.
Jim has demonstrated his commitment to early project completion, risk mitigation, and budget compliance throughout his entire career. He is skilled in developing collaborative project teams and advocating for the owner. His roles and responsibilities vary from project director and program manager to owner’s representative and construction inspector. Jim is well versed in all aspects of delivering successful projects from pre-construction and construction as well as close-out and commissioning.

From an early interest in heavy civil projects to a fulfilling career in construction, Doug’s journey has been driven by a desire to provide a better life for his family. After 10 years in the heavy civil industry, he relocated to Reno and transitioned from engineering into construction. His skills include evaluating engineering plans, pricing project details, creating cost estimates, and formulating contracts.
In his previous roles, Doug provided direction to job-site superintendents and served as a liaison between owners, contractors, and designers. He proactively identifies and resolves issues before they impact cost and schedule during construction. Doug’s passion lies in the collaborative process – working side-by-side with owners to develop accurate and transparent cost estimates, evaluate opportunities to save time and money, and contribute in a meaningful way to deliver projects.

With a stepfather who was in construction, Brad was inspired early to take the construction path and grew up working with his hands in rural Nevada. He worked with and for great people who have taught him technical skills and reinforced the values he first learned working with the masonry company.
Brad enjoys the fact that his work is always changing and creating new challenges. Whether determining how to navigate through design changes or achieving aggressive delivery schedules, Brad is skilled at working with owners and contractors. His specialties are heavy civil and infrastructure construction for transportation, water, storm drain, and wastewater projects in Southern Nevada.

Sanjib has 12 years of combined experience in civil engineering design and construction project management. He has a depth of experience ranging from surveying, designing, and construction scheduling for both public and private construction projects. His experience is incredibly valuable to construction teams for scheduling and sequencing of tasks, evaluating constructability, and integrating tasks.
With his new construction and renovation experience, Sanjib reviews and analyzes the on-going status of a project to identify critical work areas, delays, and measures to mitigate any impacts. He performs jobsite walks, conducts meetings with the owner and contractor, and provides detailed narratives for pay applications related to risk and schedule performance.

With a multi-disciplinary approach, Rachel uses the knowledge gained to serve as a trusted advisor for projects ranging in size and complexity. She understands the project lifecycle and how to maximize a project’s schedule from design through construction. Her expertise includes contract and specification compliance, scheduling, procurement oversight, punch list management, and risk analysis.
Her attention to detail, standards of quality, and design conformance are critical to the successful oversight of projects. Rachel has the public works, commercial, industrial, and private market sector experience to support any type of project.

Passion and diverse experience - that's what Andrea brings to each project. Finding that she enjoyed and had a talent for building things, she pursued a career path that aligned with her skills and interest. With more than 19 years of construction expertise, she specializes in public works, commercial, retail, and high-rise facilities. She has an eye for process improvement that assists in smooth transitions and seamless integration for successful project completion.
Through experience gained in the field facilitating CPM scheduling, construction planning, and cost estimating, Andrea has excellent team building skills with an exceptional working knowledge of the construction process. Her attention to detail is a tremendous asset to teams for quality control, coordination with subcontractors, and partnering across multi-disciplinary teams.

Brainstorming and solving project challenges – that is Kristen’s superpower. With a degree in Mechanical Engineering, she applies her real-world construction experience to successfully deliver projects safely and efficiently. Her interests in engineering and building started when she was young and led her to a career in construction. Kristen is recognized as a creative and practical problem solver with the unique ability to adapt quickly to challenges.
She has a keen ability to evaluate and enhance the flow of a project by serving as a centralized source of information and advice for critical decisions. Through her involvement, projects have an added benefit of higher efficiency, greater productivity, and higher standards for safety.

The fusion of vision, teamwork, unwavering dedication, persistence, and meticulous attention to detail fuels Donovan’s passion. When he can witness these elements come together to shape the final project it is immensely fulfilling. As a retired firefighter and Training Chief, Donovan intertwines construction, mentorship, and emergency response which blend into his sense of purpose, service, and resilience.
His continued journey in public service includes the construction of municipal facilities. Donovan contributed to fire station development and fire truck design throughout his three-decade tenure with the City of North Las Vegas Fire Department. He is drawn to project development and its intricate processes.

Zaynin, following family tradition, entered the construction industry. His unwavering passion began in childhood, leading him to graduate high school early and work alongside his dad. A pivotal conversation with Raquel Floyd, founder of RSPS, inspired him to seek collaboration with like-minded individuals who share his enthusiasm for construction. Zaynin’s experience on challenging projects allows him to successfully navigate manpower shortages, material scarcity, accelerated schedules, and working alongside owners, contractors, and consultants.

From a young age, Amanda has been passionate about infrastructure and how projects are built. For her, the most gratifying part of her work is “seeing the finished product” and the blend of people she gets to interact with, including clients, subcontractors, and her RSPS colleagues.
A natural “fixer,” Amanda is a problem solver with a fascination for building things. She enjoys being able to spend time outside, help move projects from inception to construction, and contribute to creating safe environments. Her versatile capabilities are in the management of field personnel and safety, scheduling, and staffing projects to increase project efficiencies.

Throughout her 15 years in the administration field, Shaneen has gained experience with client relations, contract execution, process and policy creation, document management, and all aspects of running an efficient and productive office environment. She enjoys analyzing policies and procedures for maximum productivity and consistency for the business operation.

Randi is a critical member of the RSPS team and facilitates the needs of each team member with an attention to detail, timeliness, and deep understanding of commitment, timeliness, and collaboration. Her software knowledge includes Microsoft 365, ProCore, Timberline, and Quickbooks.
